The UK Fostering Visibility Index
For councils and fostering hubs

Win your local fostering enquiries back from private agencies.

Our tool measures how easy your fostering service is to find on Google and in AI assistants, and shows whether you or the agencies are winning your local market. Our consultancy helps you improve those numbers, as much or as little as you want. Behind both sits the public Index, which nobody can pay to move.

Built from experience in this space.

We have worked alongside councils for years, and we used what we learned to build a way for them to attract more foster carers directly, ahead of the agencies competing for the same families.

We make you findable and measure whether you are winning.

The work lands with the people who own your website, by name.

Nothing you share with us touches the Index.

Your data stays yours, read-only, and you can revoke it in seconds.

The tool

A private dashboard for your service, live from day 1.

The first paid step is always the tool, not a report. You sign in to a live dashboard on the day you start, and most councils will only ever need it.

Your 2 numbers

The Findability Score, which is yours to fix, and Share of Local Fostering Voice, which is yours to win. Both refreshed every month with your movement since last month.

Where you stand

Your numbers beside your neighbours, your hub and the agencies working in your area, including which agencies buy adverts on your searches and on your council’s name.

The plan

Actions in priority order, each written as a plain instruction and each given to a named person in your team. The tool re-checks every action when the board refreshes.

Your own data

Connect Google Search Console and see your real clicks and searches beside our measurements. You add 1 address as a read-only user and you can remove it yourself at any time.

The Recruitment Planner

A plan for recruiting the carers your children actually need, starting from your own children-in-care profile and naming the communities that need more carers, with the evidence beside each. Nothing in it affects any score.

Coming to the tool

A weekly email of what moved and the 1 thing to do next. Weekly watches on agencies, AI answers and your enquiry route. Question coverage. Briefs your web team can act on. Sold as what the tool is becoming, never as what it does today.

What a client sees

7 measured tabs, one plan, and the honest empty state until your own data arrives.

Every sentence the tool writes comes from a measurement or a fixed rule, so it can’t say you are doing better than you are. At a demonstration you see the real thing, never pretend data, and this page shows you the shape for the same reason.

Consultancy on top of the tool

A person’s judgement, a standing watch on your market, or hands to do the work.

Same tool, same commentary as a do-it-yourself client. The difference is who does the work and how often we talk.

Judgement and a watch
A person reads your measurement, your site and your market and writes what to fix first and why. A monthly call keeps the plan moving. Each quarter, a plain report on your local market: how the share moved and why, what agencies did, what families searched for, and next quarter’s priorities. No agency will sell a council this, because agencies are the competitors it watches.
Hands on
All of the above, and we do the work with you or for you: pages in your voice, fixes worked through with your web team, a better enquiry route, campaign moments such as Foster Care Fortnight and the new standards, mystery enquiries each quarter to you and your local agencies, paid-search defence if you choose, and the carer-experience survey.
Bespoke
Campaigns, website development, a written review on its own, training for your team, and mystery-enquiry programmes on their own. Each piece is scoped and priced on its own.
Ask about pricing for your service

Priced inside most councils’ direct-award bands. Purchase order and invoice. Hub deals priced per member authority.

What we promise

More enquiries, and a bigger share of local enquiries coming to you instead of to agencies, visible in your own data. We can also make your enquiry page work better, the 1 step between enquiry and application we can reach.

We do not promise more approved carers.

That depends on your assessment capacity and your offer, and on how long each step takes. We say so before we’re asked.

For inspection

The draft Quality Standards expect recruitment that is planned rather than reactive, clear and honest information about the role, and a statement of purpose on your website, and Ofsted will inspect against the final version. The tool already maps to that language, and the log of what you changed and what moved is the board paper.

For hubs

Every member authority in one view, with its score, rank and data gaps, and the share by area where it can be published. Coming: a check from the outside that the regional front door is actually single. What happens after an application belongs to your systems and the national platform, never to us.

Questions councils ask first

The answers we give before we are asked.

The DfE is building a national recruitment platform. Why buy anything now?

The DfE platform is the application pipe. It does nothing about whether a family finds you in the first place. We measure what reaches the pipe and who is taking the rest. We’re complementary to it from day 1.

Will paying improve our position on the Index?

No. Only real visibility moves the ranking. Clients buy improvement in their real findability, and the ranking follows. The scoreboard is never adjusted for a client or against one.

We have our own web team.

Good. That’s the do-it-yourself version, and it’s a normal purchase. The tool tells your team what to fix and why, each action has a named owner, and each one exports as a ticket for the web team.

You want access to our Google data.

We ask for the smallest access that works: 1 address added as a read-only user in your own Search Console. You can remove it yourself in seconds. We hold no password or key, and your data never reaches the Index or any score.

You ranked us 9th. That is 1 month.

Agreed, and we say so first. The score can move by up to 2.6 points between 2 measurements on the same day, so we never sell a single month’s position. We sell the trend, your own movement against the pool, and the share.

Our own re-measurement, 7 August 2026. Checked 2 September 2026.

Agencies outspend us on adverts.

They do, and we show you which ones, on which of your searches. Adverts are shown beside your score and never counted in it. The organic and AI-answer ground is where a council can win without matching agency budgets.

Start with your score. We’ll tell you what it means and the 3 things we’d fix first.

A free conversation, no report to buy first. We reply to every message.
